ABELL IP Interconnected Emergency Command and Dispatch System — ASC

The ASC (Abell Site Connection) system interconnects multiple DMR repeaters across different geographic locations via an IP network, forming an emergency communication network with larger signal coverage, more services, easier operation, deployment, and management than a single repeater. It supports voice and SMS services, as well as call preemption, roaming, positioning, authentication, recording, alarms, remote stun/activate, GIS, user management, and remote device management. From an interconnected network composed of up to 100 repeaters to a manageable single-repeater system, it is widely used in: enterprise production dispatch networks, forestry fire prevention and emergency disaster relief communication networks, police and prison command communication networks, and railway, electric power, and port infrastructure dispatch communication networks.

The IP Interconnected Emergency Command and Dispatch System refers to a radio emergency command communication network formed by connecting multiple single-site repeater systems via a standard IP network.

Carry out emergency command and dispatch work using informatization and intelligent means. When natural disasters, production safety accidents, and other emergencies occur, ensure radio services are maintained, carry out emergency response and rescue work, improve response speed, and enhance the level of radio security for major events and emergency handling.

Handheld two-way radio terminals and vehicle-mounted radios can automatically roam across regions via IP base stations, without geographical restrictions, achieving uninterrupted voice and data communication.

The system includes: Dispatch server, full-network recording server, switch, dispatch communication software, IP repeater, digital base station, digital system two-way radio …… customer-required customized software, etc.

System Functions

User Registration

User registration enables the registration function within the system. Only handheld radios added to the registration table can communicate within this system. Unregistered users are denied communication. After user registration, the system can manage various services for the handheld terminals.

DMR protocol combined with TCP/IP protocol for communication and push-to-talk, enabling domestic and international interconnection.

The system adopts a C/S architecture mode, with data transmission using the TCP/IP network transport protocol. An interconnection system can be set up anywhere with an IP network. The system server can be deployed in LAN, WAN (requiring a static IP), cloud, VPN, and other network environments, meeting the needs of customers in different environments and achieving domestic and international interconnection.

Supports positioning, trajectory playback, map display, and visualized dispatch

Terminal devices support GPS, BeiDou, and other positioning. The backend can obtain the location information of each terminal in real-time and display it on the dispatch console map. Dynamic trajectory queries for specified terminals can be performed through the dispatch console.

Supports group call, all call, and broadcast call

The system supports voice call functions such as group call, all call, and broadcast.

Visualized RDAC diagnostic and control software, supporting fault diagnosis and fault alarm functions for interconnected relay equipment, and supporting the display of power-on/off logs and alarm logs.

Once a relay device is connected to the interconnection system, the fault diagnosis and fault alarm functions are enabled. Fault diagnosis and fault alarms include: diagnosis of modules such as the RF power amplifier, exciter, receiver, and control board, real-time monitoring of the device's operating status, providing safe and effective protection for the system hardware.

Supports remote frequency programming for interconnected relays

The remote relay frequency programming function allows users to conveniently modify relay frequency programming parameters remotely, providing frequency programming support for relays installed in remote or hard-to-reach locations, such as forest areas and mining areas.

Remote Alarm

Achieve one-key alarm and network alarm in emergency situations. While providing an alarm locally, the alarm signal can also be sent to the dispatch console on the network side, allowing users to better request assistance in critical moments.

Real-time Call Status Indication

The dispatch software allows real-time observation of the call status of members in a group, displayed in real-time on the dispatch console.

Recording Management

The recording function ensures that all handheld terminals in the system save recording data. The recording data can be queried and played back in the dispatch software after decoding.

Implements hierarchical management of dispatch console groups/users and priority management of terminal transmission rights

Convenient dispatch operations, hierarchical management of groups/users, allowing real-time viewing of which users are under which groups.

Network Topology Display

The network topology display function shows which relay devices are currently connected to the system and their online/offline status in the dispatch console and RDAC diagnostic and control software, making it easier for users to intuitively understand the current system device network structure.

C/S architecture, enabling unified deployment and management of networking devices, and unified storage of voice, positioning, log, and other data

The system architecture is C/S, facilitating centralized data management for users and ensuring the security of various business data.

Digital IP Group Management

The digital IP group management function facilitates the connection of relays within the system based on user requirements. Only relays within the same digital IP group can communicate for various services. The digital IP group is set for dual time slots of the relay; a single relay can be configured with two groups per time slot.

Stun, Kill/Activate

System administrators can perform stun, kill/activate operations on specific terminal users for more refined user management.

Short Message

The ADC8000 can send group short messages and also receive short messages sent from terminals.

The ADC8000 dispatch software implements dispatch console functions, including group call and broadcast call.

The dispatch software implements dispatch console functions, enabling group call and broadcast call, making the dispatch software more operational and practical.

Authorization Function

The authorization function authorizes relays and handheld terminals to enable advanced functions, such as authentication. The authentication function can only be enabled after user authorization. Relays and handheld terminals without authorization do not have the authentication function.

Roaming

The roaming function allows handheld terminals to switch between relay stations based on which one has a stronger signal, addressing users' cross-regional communication needs.
